Most foreign visitors treat Heilongjiang as one city: Harbin, a weekend of ice towers, then out. That reading is out of date. On November 8, 2026 the province launched a 113-day winter campaign running to February 28, 2027 — a formal policy document, not a slogan — and it reshuffles transport, ticket pricing and payment infrastructure province-wide.
Three changes matter. A high-speed line into the Xiaoxing'anling forest opened September 28, cutting Harbin–Yichun from about seven hours to 1 h 46 min. A RMB 100 million coupon pool was announced. And the province committed in writing to inbound guarantees: a five-language app, foreign-card ATMs, instant tax refunds at the till.
The governing document is 《黑龙江省冬季冰雪旅游"百日行动"实施方案(2026—2027年)》 — 黑政办发〔2026〕23号, signed November 5, published November 6, in force November 8 to February 28. Theme: 冰雪世界·燃情龙江.
Two details show it is operational: it sets numeric targets — visitors up 7%, spending up 8%, with inbound and overnight shares required to rise — and assigns 40 numbered tasks to named departments with deadlines.
The province will issue RMB 100 million (about US$14 million) in ice-snow coupons under an existing rulebook, 《黑龙江省文旅领域消费券补助实施细则(试行)》, through scenic areas, banks and e-commerce platforms. As of November 8 the denominations, channels and validity are unpublished; anyone quoting "RMB 100 off" today is guessing. Install the mini-program 一键玩龙江 before booking — past campaigns released batches around holidays, so late December is the realistic window. Treat coupons as a bonus, not budget.
A deliberate "stub economy" (票根经济): tickets from a 冰超 or 雪超 match — the two flagship winter sports leagues, second season, plus a first-ever robot ice-sports league — convert into discounts on attractions, hotels and restaurants. If your dates overlap a match, the stub outvalues the ticket.
The plan orders "rail ticket + attraction ticket" joint discounts on the Harbin–Yichun and Harbin–Daqing–Qiqihar lines — the corridors covering this season's new destinations. Ask for 联票 (lián piào) at the station counter; do not assume an English online option.
Refunds are processed at the till against a card pre-authorisation rather than at the airport (即买即退). Thresholds follow national rules — see the instant tax refund guide.
"Five ones" hospitality, warm-up stations at attractions and hubs, and a 12345 hotline standard of same-day resolution. The province also ordered hotel rate monitoring and a crackdown on hotels cancelling confirmed bookings to re-let higher — Harbin's commonest winter complaint. If it happens, call 12345.
One classic line, five new ones and a "two poles" product — a usable planning grid.

Events are named by edition — the cleanest way to date-check anything you read elsewhere:
As of November 8, 2026 the Ice-Snow World has announced no opening date and no prices for 2026–27. Last season's gate rates were RMB 328 standard, RMB 240 concession — budgeting only.
Second, from last season: February 2026 warmth forced a two-day closure, then a discounted reopening with refunds. In the second half of February, buy refundable tickets. Ice quality peaks December to early February.
The Harbin–Yichun high-speed railway opened September 28, 2026: China's northernmost high-speed line, 318 km, design speed 250 km/h, nine stations, crossing the Xiaoxing'anling and 5.8 km of island permafrost, designed for −40 °C. Yichun West is the country's highest-latitude high-speed station.
| Journey | Fastest time | Note |
|---|---|---|
| Harbin → Suihua | 42 min | Southern end of the line |
| Harbin → Tieli | 1 h 14 min | Gateway to the Tieli forest area |
| Harbin → Yichun | 1 h 46 min | Was about 7 hours by conventional rail |
| Beijing Chaoyang → Yichun | ~9 h | All-high-speed, no transfer |
| Harbin West → Yabuli West | 70–90 min | "Snow" trains carry ski bags |
Also running: a "hundred special trains into Longjiang" programme and expanded 林都号, 伊春号, 悠享龙江·银旅号 tourist trains. Check your station code — Harbin has three main stations, not interchangeable.
On the Yabuli–Snow Town highway (亚雪公路) the "six full coverage" regime continues, with higher shuttle frequencies to cut outdoor waiting. The road is ploughed aggressively but still closes in blizzards — never book a same-day flight out of Snow Town.
Yichun is the city the new railway was built for, and it gets its own headline event: the third Yichun Ice and Snow Day on New Year's Eve, December 31, 2026. Winter averages −20.0 °C with 72 snow days — cold enough that snow stays on the branches.
On offer: the largest primary Korean-pine forest in China; Daqingshan for rime above the treeline; Tangwanghe Stone Forest; Xishui and Riyuexia for forest skiing; Jiayin for dinosaur sites on the Amur. Food is its own draw — a marketed "forest banquet" (森林宴) on the Wucui food street.
Rime is why photographers come: the Ku'erbin River stays unfrozen for tens of kilometres below a hydro station, so bankside willows coat white while the water steams. The corridor sits near Dapingtai, Xunke County (Heihe) — which is why "Harbin–Yichun–Heihe" is one route. Go at sunrise, after a cold clear night.
Yabuli opened November 6, 2026. The structural change is consolidation: two 5S and one 3S ski areas now run under a single pass covering all three mountains (三山联网、一卡畅滑), with the rebuilt Windmill Villa as base and night skiing at Yawensi.
Sunshine Resort figures: 198 km from Harbin, 300+ hectares, main peak 1,000 m, 17 runs / 32 km of piste / 540 m vertical, gradients 6°–45°, 170-day snow cover. The cluster is marketed as 56 runs, longest 5 km, vertical 912 m — both correct, different measurements.
| Yabuli lift ticket (published local rates, 2026–27) | Price |
|---|---|
| 2 hours / 3 hours | RMB 180 / 240 |
| Half day / full day | RMB 300 / 480 |
| 2 days / 3 days | RMB 900 / 1,200 |
| Own gear, lift only (full day) | RMB 310 |
| Full day with rental gear and lift | RMB 390 |
Booking runs through the resort's WeChat account (亚布力阳光度假村), Douyin or Meituan — no English path, so use a Chinese payment app or your hotel. Harbin West–Yabuli West takes 70–90 minutes (second class around RMB 75–90), then a RMB 5 shuttle every 30 minutes. New: direct shuttles from Harbin airport and Nangang bus station.
China Snow Town (雪乡) runs a lantern-lit night programme with yangge processions, drums and stilt-walking. It is the province's most photographed, most commercially intense village: book with a written price and a named host, and budget separately for the shuttle in.
The "two poles" product links China's northernmost and easternmost points: Harbin → Mohe → Heihe → Yichun → Fuyuan by air, themed on aurora chasing, extreme-cold driving and Amur fish.
Mohe averages −26.1 °C, recorded low −53 °C; Arctic Village is the aurora checkpoint, with the Winter Solstice Culture Festival and a polar New Year's Eve party in December. Heihe faces Blagoveshchensk on the Amur, averages −20.5 °C, and pairs Russian restaurants with Wudalianchi's volcanic hot springs; a cross-river cable car is under construction. Fuyuan runs the "East Pole Snow BA" on Heixiazi Island.
Suifenhe matters if you want to self-drive: the plan commits to "collect on arrival" (入境即提) car rental for foreign nationals at Suifenhe port, built on a counter pairing a temporary Chinese driving permit with a rental contract. Rules are port-specific — confirm with the operator and carry your licence plus a translation. Named cross-border products: Heihe–Blagoveshchensk, Suifenhe–Vladivostok, Luobei–Birobidzhan, plus the G331 border route.
The province now has ten cities on the high-speed network, 1,600+ km of HSR, and a second runway at Harbin Taiping, one of China's ten major international aviation hubs.
Harbin Taiping is Heilongjiang's 240-hour visa-free transit port. The scheme covered 57 countries across 65 ports as of August 20, 2026 and requires an onward ticket to a third country — returning home does not count as transit. The stay area is defined per province in the NIA table, so do not assume the whole province is open to you. See the 240-hour transit guide.
Russians need none of that: since September 15, 2026, ordinary Russian passports enter China for 30 days, nationwide, without a tour group (90 days cumulative per 180) through December 31, 2027 (details). With neither, a port visa exists — but tourism is not eligible for individuals.
It is paying off: 1.805 million inbound visitors in January–October 2026, up 35.6%, spending RMB 19.81 billion, up 36.7%.
Payments. The formula is "large amounts by card, small amounts by QR, cash as backstop", backed by 7,263 foreign-card cash machines. Set up Alipay or WeChat Pay with a foreign card before flying (payments guide) and still carry RMB 500–1,000 for guesthouses and stalls.
Language. The inbound app Joy Longjiang is in its third upgrade with five-language translation and an AI travel companion; the immigration hotline 12367 answers in Chinese, English, Russian, Japanese, Korean and French; Qiqihar, Mudanjiang and Jiamusi have installed over 1,400 foreign-language signs. Harbin Taiping has an inbound visitor centre covering payments, SIM cards, transport, immigration and souvenirs in one room.
| City | Winter average | Notes |
|---|---|---|
| Mohe | −26.1 °C | Recorded low −53 °C |
| Heihe | −20.5 °C | Amur border; rime at Dapingtai |
| Yichun | −20.0 °C | 72 snow days a year |
| Harbin | −17.2 °C; Jan mean −19 to −20 °C | Record low −41.4 °C (1931) |
| Hegang / Jixi | −13.6 / −13.2 °C | Milder; Longjiang Gorge, Xingkai Lake |
| Dongning | −11.8 °C | Warmest corner |
Three layers plus a windproof shell. Non-negotiable: boots rated to −30 °C with a thick sole (cold comes up through the feet), mittens over gloves, a buff, and a power bank carried inside. Heat packs (暖宝宝) cost a few yuan — buy a box on day one. Indoor heating is fierce, so a strippable base layer matters as much as the shell.
| Plan | Route | Days | Mid-range budget per person, excl. international flights |

Assumes three-star-plus hotels, high-speed rail, one ski day and restaurant meals. Add 30–50% for December 31–January 3 and Spring Festival week, when Harbin rates roughly double. Harbin–Mohe flights are cheapest booked 45+ days out.

Not necessarily. Peak-week hotels keep climbing, but this season adds coupons, ticket reductions and rail bundles aimed at pulling cost down outside the holidays. Cheapest weeks: early December and mid-January.
Unannounced as of November 8, 2026. Last season's gate rates were RMB 328 standard and RMB 240 concession; recent editions opened mid-to-late December. Book accommodation first — hotels are the constrained resource.
Yes: 1 h 46 min each way. Two nights Harbin, one Yichun, one travel day. Mohe cannot fit — it is a flight plus a three-hour road transfer each way.
It happens: February 2026 warmth forced a temporary Ice-Snow World closure, with refunds and a discounted reopening. Buy refundable where possible, keep one flexible day, and use the 12345 same-day standard if an operator refuses to honour a booking.
